   Please reset your preferences and upgrade to latest release 23.0.2 we have fixed the toolbar issue there.

   I'm also having this issue. I've uninstalled and reinstalled the latest version and each time I open the program, the workspace is completely blank. I can't reset it and nothing happens when I toggle through the different workspace options. I have to manually select each window each time I open illustrator.
