    I have the same issue. I cannot drag layers in layers palette to reorder or create/delete.
    Windows 10 os:
    I have reinstalled & deleted preferences
    Installed V22.1 to replace V23.0.3 and the error persists

    I can get round this by activating the layer and using using ctrl + ] to move it up & down but but dragging is easier
