    I was able to overcome the problem. First, I uninstalled it via the Creative Cloud app. When I went to re-install it, it showed it was still installed! So I uninstalled it again. Because I had Illus 18 still installed, it showed I could "update" it, which I did. Upon launching the updated v19 it did not have the grayed out menus. However, I did not change my workspace but I'm not going to, because it's not necessary. I hope this helps somebody.

    Obviously, it doesn't appear to be a high priority bug.

    Dominic: I've received no reply on this. I've switched back to 2018 version for now.

    Illustrator CC 2019 – Menus all grayed out
    I'm on Mac. I've deleted the preferences multiple times and at first all the menus work properly. However, if I switch to one of my Workspaces, they gray out again. If I don't switch to an existing Workspace, but try to rearrange palettes to get set to save a New Workspace, at some point the menus gray out again. Even Quit is grayed out, so I'm forced to Force Quit each time. It's debillitating, ugh.
