Changing default units reverts back from/to inches to/from points on relaunch / restart

Opening prefs...units... and changing from points to inches has no affect. Always reverts back to points. Quit app, relaunch change default to inches, quit app, relaunch...back to points. Change from points to inches, create new document, default is points.

So I can confirm that this bug actually affects all measurement entries when using oversized artboards. It seems to move one decimal place each time the dialogue or entry box is opened. For example, if I open Transform or Offset modal dialogue, enter a value and enter then immediately go back to repeat the same function, the decimal place jumped by one to the right and rounded the number in some cases.
