I too want to go back to the old simplify tool as I do stickers from pictures, I need a good simplify tool for my dies. This one is useless, even that one they said they fixed. How hard is it to just put the tool like it was before!?

Hi Everyone,
This has been completed, and has available since June 2020 release (version 24.2)
Please go to Illustrator preferences > General > and select “Show/Hide Rulers” (refer attached screenshot). After checking this, if you hit ‘Show Rulers (Ctrl/Cmd + R)’, then the rulers will appear in every document (new and old), even after relaunching Illustrator.

I've tried it many ways and I can't see the use of that tool...
I can't stress enough how bad this new tool is, it is so far from what it use to be in the CS5-CS6 version. Even when choosing the least simplify option it moves details of an outline that is not efficient. Doing dielines for stickers from existing images use to be a piece of cake, now I have to do it all manually... unhappy customer...
