    I figured it out for Illustrator 2020. It's a matter of sequence.
    • Hold down the Option key first.
    • Then select and hold down the button on your mouse (a double arrowhead appears; one solid, one outlined).
    • Then hold down the Shift key and move your duplicate (while still holding down the Option key).

    This sequence will constrain you duplicate.
    If you don't need to constrain your direction of your duplicate, don't do the last step.
