    I downloaded your CMYK document, and the text is 85% black, I don't see any problem with it.

    CMYK colors are not defined in HEX. If you type HEX (RGB) color in CMYK Illustrator document, your HEX (aka RGB) color is immediately transformed to CMYK color based on your color management settings. You get different colors with different color profiles.
