Newly added item/layer place on layer above rather than below
when designer designs a page, it is natural to design from top to bottom. But currently when I add a new item on a page, Illustrator create a new layer ABOVE my last item/layer, and it makes things hard to find and hard to organize. If we can reverse the order of a new layer created, to match a natural work flow, it would be extremely helpful. Please see the screenshot on what I mean.

This is exactly what Draw Behind mode does in Illustrator. You can toggle it in bottom of the tool panel, below Fill/Stroke and coloring controls, or using the dedicated Shift+D hotkey.
