After Effects Style Point Manipulation in Illustrator
In After Effects you can select points within a path, double click, then transform just those points (around a movable centre of axis).
Very quick and useful tool.
I don't understand why Illustrator can't do this.

Actually we can do this exactly thing, but only slightly less comfortable, because there is no partial bounding box in Ai, as you just demoed.
But functionality-wise — it’s doable, see the GIF
