A tool for Text Selection
I want a text selection tool similar to lasso select (see the screenshot). It can help to edit text portions in paragraph.

Do you mean a live text?
For now it is not possible, since the selection range of a text should always be contiguous, it’s a basic paradigm, set universally (unless you are working with a code, where editors often allows to select columns of text — which is also contiguous in its own way).
If the text is outlined — no a problem at all — use the Lasso tool (you can double Select Inverse to force objects to be fully selected in the end).
As for this tool... the most viable way is to modify the Touch Type Tool, which now allows to select one glyph only.
