Hmm. Because holding Shift makes transformations constrained? This is how the app is designed, the behavior is rather universal, and this is used by many in many other apps. I am surprised to see you find this disturbing!
Please tell why you think it’s not OK?
What do you expect for Illustrator to do when you hold Shift while dragging?
