To blend skin tones and glow and smudge tool more smoothly giving it a more realistic look

Illustrator is a vector-based drawing application. Smudging is something usually applied to pixel-based graphics. That’s why Photoshop does have a Smudge tool, and Illustrator doesn’t.
It offers Feather and Gaussian blur as an raster-based effect, but that’s it.
