Make the Effect Roughen a tool from the toolbar
Please make the Effect "Roughen" an actual tool, accessible from the toolbar. Here is the icon for the concept tool below.

So I want to control the roughness with the mouse (similar to the Rotate and Scale tool)

...but why not use the effect then? Apply and expand appearance, quick enough.... you get a similar dialog when applying an effect. Or do you want to control the 'roughness' with the mouse? or is it about the accessibility, one click VS ~3?
In other words — WHY do you want it? :) -

So what I mean is the Roughen Tool is similar to the Wrinkle Tool, but it has the same parameters similar to the effect itself (or maybe more parameters), It's like when you click on the Rotate or Scale tool it pops up with the parameters and when your done it shows the result.

So you want for this tool to have parameters similar to the effect, Size, Point Type? Detail is already there...
My main problem with Wrinkle is that the details it makes are not relative to the path, the angle is absolute.
But I’m not sure I get what you mean still, please elaborate. -

It already has it. It’s called Wrinkle Tool, and its’ usually located within the Warp Tool tool group (if you are using the Advanced tool panel).
Press Enter when the tool is picked to call the tools’ options (this works for almost each tool Ai has).
The difference between the effect and the tool is that an effect is a parametric modification — it gets applied to the whole object, and can later be edited, from the Appearance panel, as a modifier / node. The tool actually modifies a path on canvas, guided by the user input, baking the result immediately.
