Ruler & Grids, Guides, Snap options as separate panel
There are already UI elements for changing these settings, but they're only available in the properties panel with the selection tool selected and no object selection – which is very inconvenient.
Make them a separate panel instead.

Astute Graphics offers a plugin that adds a panel that allows to add some of these, but not all. Given the fact how often I need to change this, I second this immediately.
Do you know one can access grid settings by double-clicking Measure Tool icon, by the way?
