Move artboards in illustrator by clicking on the artboard title and dragging
This was standard behavior in the past and was a very intuitive option to me.

Joep, it still works in the Artboard mode (with the Artboard tool picked), nobody changed this behavior — dragging a caption still moves its artboard.
The newly added titles (displayed if 'Show Artboard name on canvas' is enabled in Preferences > Selection & Anchor Display) won’t support dragging, most likely, because it would conflict with selecting artwork behind the titles. These new titles are for seeing names and numbers only.
