Button for place the element on the last or first layer
For the layer’s order, create an option for the last or the first position as the computer’s version … better for us for organize the layers

I was talking about the iPad version. There have only a bar that can we slide on the left or right but there have no option for put directly at the first or the last layer

Not sure what you mean. Illustrator offers two commands, Object > Arrange > Bring to Front, Send to Back... these move a selection to the top or to the back of the layers that have the selection in them. And these have hotkeys to call them faster.
Perhaps you mean something else? Please clarify.
