Illustrator Artboard Background is not Aligned with Artboard Frame
Even when I zoom in or out it looks off.
I wanted to create a favicon for 16 px and the logo was curvy. So, the alignment tool would make it mathematically correct but it would look not aligned correctly. I wanted to use my eyes to look more balanced. Now I'm more confused.

No, the screenshot you demonstrated was quite clear, I understood it's the actual artboard is torn from its border.
Thanks for the confirmation. -

I just realized that my description may not be clear enough, the background is the default background of the artboard. It is not a shape I added. The artboard frame and its background are not aligned.
details:
Windows 10 Pro
OS build 19045.3324
NVIDIA GeForce GTX 1050 Ti
I was using Illustrator Beta. I think the version was either 28 or just the previous one.Because of constant errors, I deleted the beta version and downloaded regular Illustrator. So, thanks for the assistance but I don't know if it would work. I did not experience the same issue on normal Illustrator on its default settings, though.

Please tell more about the details of your OS and GPU.
Which version of Ai is this also?
Does it get better when you turn off GPU in Preferences and view it in CPU Preview mode?
