I am seeing the same issue. I am using an iPad Pro 12.9” (2020 Model) with a Smart Keyboard. When I am trying to use a keyboard short cut the keyboard is un-responsive, however it will still work with typing, and the trackpad curser works. If I switch to an other App, the keyboard is fully working and the built in iPad OS hot keys such as Command + Tab work fine. To gain back the functionality back I need to force quit illustrator and re launch. It seems to work for a while but I find it reproduced after the Lock Screen locks, and when going back to illustrator the hot keys will not respond.

    OS Version: 15.4 (19E241)
Model Version: iPad Pro (12.9-inch) (4th generation)
    Smart Keyboard hardware version: 0009
    Smart Keyboard Fimrware Version: 0450.0523.0200

Illustrator Version: 2.1 (latest version available on App Store as of 3/24/2022)

I agree. This would be a useful feature for iPad. It should be a button under the text properties panel.
