   I have the same issue though not with Mac OS but Windows instead. The rotate tool's anchor point won't stay even after I released alt key, just keep sticking to my mouse cursor, which caused the Illustrator and my PC to not be clickable like in a crash/ hang mode. Even my keyboard froze.

   It works fine in Mac OS, which is perplexing. I attempted again on Windows after a long gap of time and it was functioning until the next day, I use this function to duplicate rotate and the issue occurred again.
