This was fixed in the Beta 30.8.0.7 and the team intends to push it into the next general July release.
Meanwhile, please use the dedicated Transform panel or the Properties panel as a workaround.
If you find anything else — please report and upvote, it really helps.

... same issue for me with illustrator 30.6. Workaround: Closing and restarting of Illustrator - for the next about 15 minutes iut will work correctly ...

I am happy to share that we have fixed this bug in our latest release – 26.4.1 which is available worldwide now.

Very sad, that 25.4.8 still remains undone. Dear company Adobe, could you please add this kind of information in the creative cloud app? If you release an update, which is not ready to use, please add a comment like "Attention! Do not use this version!". You could save us a lot of time trying half done products ...

I'm really trying to recognize a great help in this suggestion of Varun Sharma, but I can’t prevent to fail. MacOS 10.14 might not be extreme new, but it’s a nice and nearly error free working system which is the best solution for all users of these still quick machines of 2011/2012. Updating to 10.15 is not recommended, as far as I know by talking to those, who tried.

Especially the IMPORT of DXF is important (and DRW? wasn’t working either, can’t remember now, because I already switched back to 25.4.5)

iMac 27" 2020, MacOS Tahoe 26.5.1 - Seit Illustrator Version 30.6. habe ich sporadisch, das Problem, dass sich die Eingabe einer gewünschten Höhe oder Breite im Menuleisten-Feld «Transformieren» so verhält, als hätte ich das Kettensymbol ausgewählt. Ändere ich die Höhe, verändert sich die Breite entsprechend proportional mit, und umgekehrt. Schliessen des Programms und erneutes Öffnen behebt den Fehler dann für einige Zeit, bevor er wieder auftaucht. Im Werkzeug «Skalieren» hatte ich probehalber die Option «proportional» entfernt, um einen Zusammenhang auszuschliessen, aber es hatte keinen Effekt.
