The issue is believed to be fixed in the latest Beta build and is expected to be pushed into the Global Availability build at the end of July.
To ensure this indeed fixes the problem, please install the latest Beta build from CCD app and try to reproduce it, following the steps provided by Ton in a comment within the report.
Please reply back if Beta works for you or not.

The way to get it back is to click on the curve with the text-on-a-curve tool. That brings the disappeared text back. However, it will need to be expanded before being outlined to prevent it from disappearing during the outlining task.

Illustrator 27.7Just discovered that all text on a curve disappears when outlined. This has caused a massive pileup in the production department of my company. It's a spectacular failure on Adobe's part, but not surprising as Illustrator has been going downhill for years now.
The work around is that text on a curve needs to be expanded before being outlined. Thanks Adobe for adding a ton of more work to my plate.

Further investigation seems to suggest this is a bug in files that were created in earlier versions of Illustrator. When opening one of these files, any text on a curve appears to disappear. Clicking on the path with the type-on-a-path tool brings the text back, and it can outlined normally at this point.
