The same issue occurs in Illustrator versions 28.1 and later. (For example, if data created in 28.0 is expanded in 28.1)
When an image containing Exif Orientation information is placed in an Illustrator document, the image will be laid out in an orientation that takes into account the rotation information.
However, if you open the document in another version of Illustrator, this "considering image rotation information" will be ignored.As a result, the rotation information on the image side and the rotation information on the Illustrator side are applied, and the image appears to be rotated twice.
I think the solution is to have a mechanism to carry over "consideration of rotation information" between different versions.
From my testing, Illustrator 27.0 and later versions that have this problem are 27.6.1, 27.7.0, and 28.1 and later.
