1. Disable "hover scrolling to change numeric value in input fields"! At least an option to do so

   The latest Beta 29.4.2 now doesn’t change values in all input fields when a mouse is scrolled on hover.

   Currently it’s completely disabled and there is no option to enable it back, if needed.

   Please try it and comment.

   It would be nice if there was a preference to turn off what I've seen referred to as "hover scrolling" or when selected type or object is changed when the mouse rolls over a drop down menu. I was first going to report it as a bug, but apparently it's an actual feature.
