   I had this problem, too, it was so annoying!! But found the solution in this thread - https://illustrator.uservoice.com/forums/601447-illustrator-bugs/suggestions/31240957-rotate-tool-alt-click-and-wacom-tablet

   I turned GPU Performance off per others' recommendation. It worked for me. Here are instructions for that -
