 respondedI am happy to share that we have fixed this bug in our latest release – 23.0.6 which is available worldwide now. Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.  commentedSimilar issue here. Even if there is no other object nearby, it's difficult to select and transform as expected. It works with expanded shapes, but not with regular shapes. Trying to demonstrate in this Video:

I can also report that the issue persist. It seems to be a conflict with "LiveShapes" when using a Tablet.
There is a way to deactivate LiveShapes though. You can find it here (Post 71): https://forums.adobe.com/thread/2028075?start=40&tstart=0
