A small fix of the bigger problem was fixed in the last release and due to some confusion the original issue/thread was closed.
We have reopened the issue and it is under investigation right now.

Ditto to Anonymous’ remarks! I’ve tried repeatedly to echo this issue. Regarding the replaced settings on new release - HUGE ANNOYANCE. I have setup duplicate settings, shortcut files to re-setup upon installing new releases.
Once again, I echo others here and I continue my ongoing complaint re this ignored issue and completely agree with Mat, developers need to consult with and build from actual AI users experience. If the product reduces productivity and there is no one listening, acknowledging or addressing an issue, what is a subscription based service about other than collecting fees?Tom Dean supported this idea ·
Can someone please acknowledge whether or not Adobe is actively working on a fix for this bug and that the prior closure of the issue by Ashutosh Chaturvedi is open again. Would you please update this thread that the issue still persists.
I had attempted to revive this thread by creating a new post in another support channel as suggested by Ashutosh Chaturvedi, who marked this issue completed in Oct 2018. I received an email this morning suggesting I look back at this originating thread. So, I return here. There are a number other users here echoing the bug and the fact that it is not yet fixed even in the most recent Illustrator update. What must be done to reopen this issue and to receive an acknowledgement of its existence from Adobe?

Just added a MAC machine. I use AI with Wacom Intros pro, and can report this same issue "Rotation Handle Tolerance overrides scale and selection functionality while using Wacom" persists. I am running the current version of AI, CC 2019. This is a huge productivity killer! Please advise.
