Since this is not a generic issue that we can reproduce at our end, we will need someone to look into your machine to figure out what is going on here.

   No es una solución permanente para desaparezca el dichoso diálogo.

   Pero una alternativa para que puedas abrirla en Illustrator o Photoshop es, apretar botón derecho sobre el archivo, y seleccionar " editar con Fotos " ( para Win10).
   De alli en la barra mejorar la mueves hacia la derecha y la regresas a la izquierda ( bien si quieres aprovechar para mejorarla puedes hacerlo ).
   Y finalizamos guardando copia o guardando para sobrescribir.
