This issue has been fixed with version 24.
The Effects dialog now scales as per the system/monitor DPI settings.

Apparently these programs share resources and this issue is on the Photoshop side of the house. The developer said he would escalated this.

With the update to AI version 24.0 this issue, for me at least, is improved, but not ideal. I can now just see the text descriptions and the preview thumbnails, but there is no way that I can find to scale them to my needs.
By contrast, for example, this part of AI is done correctly, in my opinion:
Select an object in your artwork
Go to “Properties” then “Appearance”
Click on the “Fill” thumbnails swatch
Click on the “Hamburger” icon
From here you can select small, medium or large thumbnails as well as other visual settings. This, in my opinion, should be a universally available feature in the GUI.
