Photoshop Effects Dialog not Scaled when UI is scaled.
User interfaces that open within the workflow scaling incorrectly

User interfaces that open within the workflow scaling incorrectly with the computer operating with the graphics set to 4K (3840 x 2160). For example, with a path selected go to "Effect" --> "Sketch" --> "Chalk & Charcoal". The User Interface that opens for that workflow contains system text and system icons that are too small to be understood. This is repeatable for many workflow user interfaces.

This issue has been fixed with version 24.
The Effects dialog now scales as per the system/monitor DPI settings.

With the update to AI version 24.0 this issue, for me at least, is improved, but not ideal. I can now just see the text descriptions and the preview thumbnails, but there is no way that I can find to scale them to my needs.
By contrast, for example, this part of AI is done correctly, in my opinion:
Select an object in your artwork
Go to “Properties” then “Appearance”
Click on the “Fill” thumbnails swatch
Click on the “Hamburger” iconFrom here you can select small, medium or large thumbnails as well as other visual settings. This, in my opinion, should be a universally available feature in the GUI.

For what it is worth I spoke with a developer and learned that this issue is related to Photoshop. Apparently these programs share resources and this issue is on the Photoshop side of the house. The developer said he would escalated this.

I'm still having this issue in in design and in Photoshop and illustrator when I connect to another screen. My file browser is all kinds of distorted and character menus aren't legible because they're too big. It's super frustrating.

Dear Raghuveer it is a simple bug left behind at ship. With your ui scaling at large menu items and effect gallery are still tiny. they never scale beyond the normal. This issue needs to be seen on large format displays.

Update: Updated to Adobe Illustrator 23.0.2 (64-bit). This did not resolve this scaling error.
