    Hi guys. Same problem here. Windows 10, Wacom Intuos Pro 2017, Illustrator 24.0.2

    I saw you guys use a lot the rotate tool. I never use it. Just try transform effect instead and play with the move values.
    I have a shortcut on transform effect set as F4.
    Check the preview mode and do your mods live.

    What does mind me is the reflect tool that I use a lot. It has the same issue as the rotate tool. Outline mode doesn't work for me, only CPU mode.

    Transform effect works also for replacing the reflect tool.
