In the new properties, have the overflow menu at the top opposite the panel name.
Feels odd seeing the overflow menu at the bottom, where it almost looks like it's part of the panel above it. Also, by placing it at the top of each panel, this could have space.

Shakil, can you share a screenshot of it, if it still behaves strange?
I don’t notice anything unusual in the way Properties display its scrollbar. Or do you mean something else by 'overflow'?
