Notes Feature
Create a notes panel to write notes for yourself, the next person working on your file, the print house, etc.
The notes would pop up first thing when you open a file, and can be printed, amended, deleted etc... they could be print instructions, or time logs, or anything deemed of value to associate with the document.
These notes would travel with the document.

Maybe I am missing it, but I would love a place to type in notes that aren't within the canvas area!

Interesting.
When I need to add a note, I use Note field in the Attributes panel (usually hidden, you have to enable it in the panel’s flyout menu).
This method requires a 'host' object, and it wont’ be visible on canvas in any way... But it is possible to add notes to guides, which are generally invisible. So it’s a more general way to have notes, and it’s even more potent. but lacks some functions PS provides, like a list of notes.

@Egor, it would be great if the notes that you can pin to certain objects would be exported with- as pdf comments- if you create a pdf from your work. This way you can for example make a beautiful and clear flow chart and add extra explanations for whomever in your organisation needs it such as technical details.

Carmen, Illustrator Beta now allows to share various documents for reviewing, with a button in the top right corner. Once you share a document, other users can pin their notes to various objects in it, for a designer to review them.
Does it work for you or you meant something else entirely? If no, please explain what do you want specifically then and what for exactly? -

I need to store various bits of info not just on pageItems but on layers also.

@Egor - it's not quite the same thing. I agree w the OP that being able to add 'toggle-able' notes as one can on PDFs, Google Docs, etc. would be incredibly helpful.

You can. Open Attributes panel and tick 'Show Note' in fly-out menu to display an area for your notes. Remember that a group will loose its note when it is ungrouped.

Hello! Adobe should add a feature to add notes to layers, groups, or anything else! They could be hidden so they won't clutter the workflow.

To help to keep track of which layers/objects are used as 'controls'. e.g. I am currently designing a new logo. One particular layer that controls the outer borders needs to change from 2px stroke to 3px stroke depending on whether the background is black or white.
Also, just having notes to explain what 'is' and why 'it' is together with what it is actually for i.e. its' function is extremely helpful and a must for technical files.
It's obviously better to be able to refresh my memory with the appropriate notes instead of having to meditate for half an hour before I get back to work. -

From time to time I need to put some reminders in a complex document about alignments/mistakes made by myself but which I unable to change right now because it's time consuming but not really important. Not sure it such a feature will be needed for a lot of users, but having something like notes panel in photoshop would be handy. Thank you.
