Illustrator never changed the way scaling works, it’s what Photoshop tried to impose at some point. Now it can be changed back with a dedicated option in Preferences > General: Use Legacy Free Transform.
As for the 'change tools back to old way' — what do you mean specifically? The classic toolbar is still available for us, and we can enable it via Window > Toolbars > Advanced. Or did you mean something else?
