ME (middle east) support required for type setting.
llustrator 23.0.1 ME version for Windows currently does not have options for reading 'Left to Right' and 'Right to Left' . This is a requirement for Arabic.
This option is available only for MAC users.
This is an absolute requirement for Arabic typesetting.

See if you can try the Beta version of Illustrator where all language based features have been made available in all versions of the app. Let us know if you face issues. We plan on bringing this to the main app soon.
