Exclude single object or layer from moving with artboard
It would be great to exclude a layer or single object even with "move locked and hidden artwork with artboard" enabled. This allows for a more flexible approach when dragging artboards with and without artwork.

It feels like an overcomplication, but I am sure you have your reasons behind it and some accumulated inconvenience. Can you please share more details about the workflow which requires you to have these 'locked-locked' objects? Perhaps in discussion we can come together to another solution, or a clarification at least.
