Generate .ico file from Illustrator (AND Photoshop)
I just used https://icoconvert.com/ to convert a 32x32 PNG to ICO.
This is something that, in 2020, Illustrator -- AND Photoshop! -- ought to be able to do natively. I mean, if a WEBSITE can do it....

Adobe are quite frustrating when it comes to certain issues that remain for a long time. They push forward into innovative solutions while neglecting some functionality that should be part of the norm in a lot of cases.
Sometimes I wonder if they have reasons that align with paid add-ons/plug-ins. Perhaps they have ties with or deals with companies that make a lot of money making the software work more to its potential.
Take the Astute Graphics plug-in suite as an example. It is expensive but it is also really good & shows also, how simple the solution really is, when a team is developing with purpose.
I also think some of that is due to the running requirements of Illustrator without add-ons etc. Everyday computers get bogged down real quick when using high end add-ons, so perhaps there's a few reasons, these little irritating things remain like no .ico support.
With that said, could anyone tell me the safest & best add-on/plug-in (if it exists) to export/save as a .ico file?

I understand the frustration, however, while a normal webpage may be able to convert a single size 32x32 to .ico, the real issue for me, comes in the fact that Windows still doesn't support .SVG files for native icons (unlike MAC), and if you need to have multi-size .ico, there is no longer any working solution.
PLEASE bring back the .ico support, as Windows Devs and UI designers can no longer fix scalable icons!

Why is this not just standard in Adobe illustrator? I cannot understand why you cannot design and export into .ico from a graphic design application. Please fix this

I create icons for a living. It's frustrating that Illustrator doesn't allow the export of .ico files and all users are required to resort to free online converters (.png to .ico). I've seen MANY users complaining about this online, what's the hold up?
Thanks!
