Make Free Transform scale corners, strokes, and effects by default, like it used to
In the past, 99% of the time I used Free Transform was to resize objects without making them look different. I realize that it also has perspective+distort options, but I only use those occasionally, and I very frequently switched between the Selection tool and Free Transform depending on how I wanted to resize an object. Now every time I want to do that, instead of simply hitting the V and E shortcuts, I need to go to the Transform panel and check/uncheck 2 boxes. This is a huge pain and I don't understand why it was changed. What is even the difference between basic Selection and the default option for Free Transform anymore?

Never heard of it! In fact, I just run several older versions: CS6 (not having these options exposed in Transform yet, but having them in Preferences), CC2017, CC2023 — none of them behaves like you said they did. Toggling tools never toggles the options when I try.
I can’t explain what it was for you... But d agree just swapping tools to change these would be faster. I can’t say I want it though, because I personally very rarely need to scale strokes, but I use Free Transform daily, so it’d harm me this way...There’s a request to be able to flip these with a hotkey: http://illustrator.uservoice.com/forums/333657/suggestions/38285362

None of these or others I know of mention Free Transform as a way to always to enable these options... I bet it was either a coincidence or a rare bug :/

No, my complaint is that they DON'T get toggled on their own by switching tools. In previous versions of Illustrator, Free Transform would always scale corners, strokes and effects when you resized with it. And normal Selection would not, at least by default. Now there seems to be no difference between them - except that Free Transform can also do perspective distort and free distort, but I see no difference between basic Free Transform and the Selection tool. Regardless which one you're using, if you want to switch between scaling corners/strokes/effects or not scaling them, you need to go to the transform panel and check/uncheck the boxes for it. Previously all I had to do was press V or E which was so much faster.

Amanda, I’m not sure I understand it correctly... Do you mean these two options in Transform (Scale Corners / Strokes & Effects) get toggled on their own when you swap tools, from Selection (V) to Free Transform?
These settings are application-level and should not be affected by the current tool selection... Please clarify. Having a video of the behavior would be also helpful.
