Keyboard won’t pop up for text tool

When trying to change the text, using my Apple Pencil or finger, the keyboard won’t pop up no matter how many times I tap on the text or the keyboard icon in the drop down menu.

Keyboard shortcuts are working but the actual keyboard won’t type anything. Also the virtual keyboard will not pull up either.

When I use my apple pen in illustrator on my ipad and want to write text, the virtual keyword not showing up. It shows instaed a small navbar that I don’t know how deactivate. How can I resolve this?
