Urgently need this fill bucket that fills out an area without filling other shapes in that area but colors the surface around them

We kind of have it, as a Live Paint — but yes, it requires to convert an art into a group.
And also we have Shape Builder, that does it interactively.
What do you envision as a bucket fill tool? Can you explain how it should work?
