This is fixed in 27.1.0 build 2.
The suffix checkbox was added into the Export As dialog to toggle on/off the functionality.

I don't think you get the severity of the issue. It's not that it doesn't add the name of the artboard to the filename, it is that it doesn't ask if you want to overwrite a file with the same name.
Why on earth would you add that as a feature. I think it must be a bug, that Illustrator expects the filename to have the artboard name added.

After the latest update, Illustrator exports to an existing filename without a prompt. In addition it no longer appends the artboard number to filenames.

So I can guarantee that this is a bug, not a feature.
If you export an artboard using -01 as a suffix, (i.e. filename-01.png) than export again without the suffix... (filename.png) Illustrator will warn you that the filename (filename-01.png) already exists.
Then it will proceed to save the file without the suffix.
So I think it best we stop pretending this is an intended feature.
