We have the fix available in the latest release. Please update Illustrator using Adobe Creative Cloud application to the latest build for version Illustrator CC 23.0.

I am happy to share that we have fixed this bug in our latest release – 23.0.6 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.

It’s also happening to me – looks like AI is trying to synchronize view on artboards across windows…
1. Version of AI: 22.0.1 on macOS 10.12.6
2. The steps you were taking: While I am working in window (document) A with a lot of artboards (like 18), actually on artboard number 5 or more – and switching to window B with lesser number of artboards (like 4).
3. Your expected result: Switch to window B with exactly same view as I left it – same zoom & same artboard
4. Your actual result: Window B jumps to the last possible artboard and zooms to fit it to window.
