The recently announced change pushed into Beta 28.6.578 refers to this similar request: http://illustrator.uservoice.com/forums/333657/suggestions/35253820
The users can now use save custom presets within the Saved tab in the New Document dialog (modern one, not the legacy one). Please provide the dedicated feedback there.
As for the ability to change the existing predefined sizes for each document profile (Print, Web, etc,), like A1, A5, etc, — this is not yet available. Stay tuned and sorry for the misfire.

Hi Everyone,
This has been completed, and has available since June 2020 release (version 24.2)
Please go to Illustrator preferences > General > and select “Show/Hide Rulers” (refer attached screenshot). After checking this, if you hit ‘Show Rulers (Ctrl/Cmd + R)’, then the rulers will appear in every document (new and old), even after relaunching Illustrator.

the issue has been resolved by Appple in macOSX 10.13.4
Please upgrade to resolve the issueAn error occurred while saving the comment Belinda commentedSame problem in InDesign, as well as Illustrator and Photoshop - all CMYK and RGB. Switching to CPU fixes rendering. Switching back to GPU brings rendering issues back. High Sierra version 10.13.3
Quitting photoshop (had it open in the background) fixed it for me in Illustrator.
