   I resolved this issue by restarting my mac in safe mode (hold down shift after start up boom and release when the apple logo appears) then open illustrator, check space bar quick hand tool works. quite illustrator then restart mac again normally. When I opened illustrator the hand tool (space bar) was working again :-)

   This just happened to me this morning. I have updated to the latest Illustrator CC2019 and the spacebar still doesn't work as a quick hand tool.
