I am happy to share that we have fixed this bug in our latest release – 23.0.6 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.

Likewise happening here.
I work on 3 monitors: specs on left, Illustrator layout on center, panels on right.
When in the middle of work, for me it happens when I click on the stroke/fill boxes on tools panel, and the whole stack of panels jumps to the middle screen.
Fortunately, I have keyboard shortcuts set to "Reset Workspace", so I can hit that and the panels reset to the original placement.
But it sure messes up the flow of work. I know its not supposed to happen and its really getting annoying.
Its been going on for several months now.
