Thanks for reporting the issue . Since we are not able to reproduce the issue in house , Kindly provide the following information to nail down the issue further :
Kindly provide the machine details and the illustrator version with which the issue is happening .
Kindly provide the test file and test steps to help us reproducing the issue .It would be very helpful if you can provide the video recording to reproduce the steps .

I also have this issue. IWhen undoing the artboard move or copy, the artwork will move back over the course of 2-4 undos (moving partial steps the distance moved), while the artboard returns after one undo and a ghost artboard that is undetectable remains. This happens in any file I open and try to move or copy an artboard.

I would like the option to do the opposite (never update links or prompt to update), but share the same frustration of being asked to update links repeatedly. And if I just said no, why would I want to be asked again thirty seconds later?
