Stop tool panel from changing
I would like to be able to lock the tool panel. At the moment tools are always moving around. For example, a seleciton tool (black arrow) frequently disappears. It's a pain when I'm typing because I can't switch to a selection tool by using a shortcut "V" and I have to select a white arrow first and then press "V" to make the black arrow visible again. Horrible!

In the latest releases tool panels can’t be modified unless you expand the side section for them with the Edit Toolbar button

This is the most infuriating 'update' I've even come across and adds a vast amount of time to every job (as I'm looking for the bloody tool!). PLEASE change this back to how it was - or add something in Preferences where the tools can be LOCKED. IF IT AIN'T BROKE... DON'T FIX IT!

This drives me crazy too. Why does the location of a tool move within the toolbox?
