Split "Scale strokes and Effects" into two options...
Please split the "Scale strokes and effects" into two options, one for strokes, and one for effects. See mockup attached.

I've wanted this for a long time. We do a lot of technical drawings and work in scale, but I also use effects a lot. So 99% of the time I want to keep my stroke weight at .25pt hairline. So I have to do a work around like Jan Vork does and scale twice turning that setting off and on. Either that, or I have to go back and change my stroke weights back to the hairline that I typically use. It would be much easier if this preference was split into two options.

For some reason it is impossible to only scale Strokes and Effect.
The Scale dialog is ready for it, but we can not switch of Transform Objects.Especially with Brushed drawings, scaling all strokes in ratio can be of great help..

In the meantime this script (by Carlos Cantos) scales only the strokes, in percentages.

The Scale dialog has all the ingredient for the possibility to scale strokes only, without scaling the objects. (Currently we have to use a work around: scale object + strokes, then scale object back to original size while leaving 'Scale Strokes & Effects' unchecked).
How great would it be if we can check 'Scale Strokes & Effect', while unchecking Transform Objects (which is greyed out).
