Use full height of the monitor
It would be nice to have a setting to let Illustrator use the monitor more efficient. Especially the tool palette could contain more tools visible on most big screens.

And a section of the last used 5 tools. (Each with a keyboard shortcut!)

I’ve extracted your Recent Tools idea into a separate entry — upvoted.
As for the main part of the request — Illustrator allows us to customize the tool panels (and I think you know it...)
Surely we can choose only 1 or 2 columns, but we can stuff these full of separate tools as we like. They won’t make a separate default toolbar to pick certainly, but feel free to make you own (and back it up to keep and restore in an emergency case).
So what your request is about then? A preset out of the box? A 'smart' mode 'show everything you got!'? A mode to 'expand all tool groups into tool sections'? Something else?
