An error occurred while saving the comment You can make a swatch library persistent in its panel menu, and it should stay opened between sessions.
Also you can customize your document profiles to have it included in main Swatches panel, or use template files (easier to setup).
Please comment back if it works for you (if it’s still relevant after 4 years). -

It does not mean Swatches should not have the button, but why do you prefer a button you have to aim for over the keyboard hotkey? Just curious. -

An error occurred while saving the comment Photoshop can do somewhat similar with its Select > Similar command. Definitely a needed thing.

An error occurred while saving the comment Pedro, you can select the artwork, open Recolor dialog (extended one) and drag-n-drop one swatch over the other to swap them. The only downside of it is that if you artwork has a lot of colors, you’d have to locate them in the list first.
This can be worked around by making a selection first, using several consecutive Select Same commands, combined with lock/hide operations... But sure we must have a simple command that select all the objects having colors presented in a provided selection of objects/swatches.

The HEX field is now displayed in the New Swatch dialog (no matter which Color Mode is chosen there), so it’s possible to enter the code immediately.

Does it solve you problem.Speaking of layers — well InDesign has a very similar Layers model, modelled after Ai (no pun intended). But you think they are different enough to be better in InD. Can you elaborate on that please?

Yep, there is a way to change the color of edges for a selection of layers — 'Options for Selection' command in the Layers panel’s flyout menu.
But perhaps the original poster meant colored backgrounds to mark layers? Like Photoshop allows to and like we can do with actions in button mode?
If yes — please make a separate request about this.

The same principle applies to other things than swatches, that can’t be conjured up in a dialog. What about brushes? graphic styles? symbols? Ai locks the canvas when a dialog is open (for obvious reasons), you can’t drag anything from a canvas to the dialog. It’s still an interesting idea to ponder about, but it breaks more than fixes for now.
