Don't use the Target column to select all object in a layer, use the Selection column in Layers panel instead.

Clicking the target indicator does appear to select all of the objects on a layer—you can apply fill/stroke to all the selected objects as well as perform actions such as rotate/scale.
This leads me to expect that Intertwine should recognize the objects as selected.

I tried scaling by locking the aspect ratio and adding /2 to width (and then tried with height). The artboard would scale correctly, but the content would only scale along the axis that I changed. I also tried selecting a preset size. Still no love. The only method I could make work was to shift + drag the artboard itself. Please make the content scale proportionally when artboard width and height rtio is locked. Thank you!!

Got it - thanks Egor! The simple answer is: don't use the Target column, use the Selection column. (Doh! I knew that.)
Thanks for your patience!
